e action, and is so situated that disposing of the action may as a practical matter impair or impede the movant's ability to protect its interest." V.I. R. CIV. P. Rule 24(a). A court may permit a party who is "given a conditional right to intervene by a federal or Virgin Islands statute," or who "has a cla
