Upon my arrival to 9-South, I/M Epstein, Jeffrey #76318-054 was lying on the floor of his cell handcuffed. I assisted with carrying inmate Epstein to HA-Unit on a stretcher, where he was dressed in a suicide smock and placed on Suicide Watch observation with staff.
