I attached the note, recovered by staff from the inmates cell, as he references the recent suicide of inmate Epstein at MCC New York. Also attached is a photo of the cell depicting the physical arrangement of the nooses. On September 13, 2019 at approximately 10:54 am, the Housing Unit 3 North officer called for medical assistance. Specifically, the unit officer was conducting rounds when he approached cell 323 and found inmate Jones, Nevin Reg. No. 51517-066, with a noose around his neck anchored to his locker. The inmate also had a noose tied around his feet anchored to the upper bed frame. The officer immediately untied the inmate. He did not lose consciousness and advanced life saving measures were not necessary due to the quick actions of the officer. The inmate was medically assessed, photographed, interviewed by Psychology staff, and placed on suicide watch. No staff injuries were reported. Please let me know if you have further questions. I had committed a nonviolent drug offense. At the age of 41, I was sentenced to life, and was eventually moved to New York's Federal Correctional Institution at Otisville. After serving more than 20 years, in November 2013, I was given a glimmer of hope. At the age of 67, as an aging inmate, I had petitioned the Department of Justice for early release, and it looked like I was going to get my wish.
