The pro edure outlined below have been in effect ince the aforementioned date. This memorandum i b ing resubmitted a revisions have been made since this period of time and updated ignatures arenece sary. I. PURPOSE: To establi h procedures at the Metropolitan Correctional Center (MC ) ew York with regard to inmates placed on Ps chological Ob ervation statu . 2. DEFINITION: A P ychologicaJ Ob ervation occur when an inmat who uffer from a mental ilJne , a erious personality disorder a medical problem (impairing their m ntal status), or drug into ication and/or ithdrawal symptom begin to deteriorate. he inmate i no longer mentally table and therefore. it is inappropriate for s/he to remain in general population or the pecial Housing nit (SHU). inmates placed on psychological observation differ from inmates placed on suicid watch as they are not imminently suicidal (e.g., have not expre ed self-harm or engaged in elf-harming behavior) but rather, due to hi /her impainnent in mental status or func-tioning (e.g. not eating, not leeping disorganized/unusual thinking, poor elf-care), his/her behavior can be unpredictable. PsychologicaJ Ob ervatioa statu i intended a a temporary designation to b utilized until such time as the inmate become ufficiently stable (e.g .• able to function independently in general population) to be returned to hi /her housing as ignment or tran ferred to an inpatient p ychiatric facility uch as a Federal Medical Center. 3. PROCEDURES: The following are the guidelines for a Psychological Ob ervation: A. Only a member from the Psychology er ices Department may place and remo e an inmate from Psychological Observation tatu as only a psychologi t can determine if an inmate i at elevated risk for suicide or not. Upon placement or removal of P ychological Ob ervation, the Psychologist will notify the Operation Lieutenant Health ervices Staff (i.e., Phy ician As i tants, Health ervice Admini trator and Clinical Director), Food ervice Administrator and Duty Officer. B. Psychological Ob rvation will b conducted in the suicide watch area or when riot fea ible due to pace limitation one of the de ignated uicide watch c 11 in HU. The inmate on ob ervation will be continuou ly monjt red by either an lnmate Companion or a

b ok. c: staff member. C. An inmate on P ychological Observation statu i allowed only items indicated b a Psychologi t. The e item will be indicated on the inmates psychologicaJ observation log book. The uicide watch mattre and uicide watch blanket ill be u ed for all inmates on psychological ob ervation. 0. Log entrie a to the b havior of the ob erved inmate will ideall b made every 15 minutes in a marble log bo k b th Inmate Companion or taff member but ob ervation of the inmate is continuous. E. When the ob ervation i conducted in the uicide atch room, the Unit 2 Officer will make hourly round and ign the log book. F. A Lieutenant and Phy ician A i tant will al o make round once a hift and ign the log G. On a daily ba i a P ychologi twill a e the inmate on Ps chological Ob ervation and ign the log book. H. lf there i a taff wat h being conducted on 9 , the taff member cannot watch more than two inmate on p ychological ob ervation at a time. lf the taff member i watching two inmates on psychological ob ervation the must b directly next to one another o that the officer an directly ob erve both of them on a continuous ba i .
