A letter from a concerned citizen to the U.S. Attorney's Office submitting a photograph she took of a man she believes may be Jeffrey Epstein walking with a young woman near St. Patrick's Cathedral in June 2019.
This is a citizen tip letter dated July 28, 2019, from M. Rachel Zabala to the Victim/Witness Coordinator at the U.S. Attorney's Office regarding the Jeffrey Epstein criminal case (19 Cr. 490). Zabala describes taking a photograph on June 7, 2019, at 6:46 PM at the corner of 51st Street and 5th Avenue (Olympic Tower) of a couple that concerned her—an older man carrying a Victoria's Secret bag walking closely with a young woman who appeared to be between 14-16 years old. She submitted the photo after reading about Epstein's arrest, hoping it might assist the investigation.

I took the photo across from St. Patrick's Cathedral, on the same corner as the couple. I took the photo because the woman seemed to be underage and seemed romantically linked to the older man. The pair were walking closely together -he was holding a small Victoria's Secret boutique bag in his hand. I was concerned for the well-being of the girl. To me, she seemed to be between fourteen and sixteen years of age. At the time I took the photo, I had not heard of Jeffrey Epstein. On the following Monday, I read about Mr. Epstein's arrest. I am submitting it for your own analysis and review. The photo was taken on the corner of %1st St and stn Ave at Olympic Tower on 7 June 2019 at 6:46PM.
